The purpose of this document, Restructuring of Government Efficiency (ROGE), and the description of an updated U.S. Administrative Departments 2025 is to create a blueprint, which shifts various departments as they shrink in size.
Hopefully, integrating and separating sections of various departments as outlined in this document may help create a new shared vision of governmental management and a workable structure that people can easily understand and adopt at all levels of endeavor.
The time is now to revamp our vision of governmental management and establish workable solutions for the agencies currently in disorder and confusion. President Trump and his dynamic team of seasoned and successful business and professional leaders are working to re-establish and realign the framework of our bureaucracy.
We all need to participate in creating a new golden age rooted in intelligence, reason, common sense, intuitive guidance, and a deep caring for humanity. We must share a common vision to unite people in our communities, nationally and internationally, with beliefs rooted in fair play, and greater understanding.
President Trump has brought a large portion of the United States together in a powerful coalition based on beliefs in common sense, accomplishing goals, winning by merit, standing firm against adversity, and caring about one another. If we can all value our contribution to a national vision of living in health, prosperity, caring relationships, innovation, creativity, and peace…perhaps we can come together as One Nation Under God. May we unite to protect all living beings for generations to come.

1. Department of A.I
Supercomputing and Quantum Science
With the advent of Artificial Intelligence, we have a way
to communicate more effectively and solve many problems
in each area of the national importance.
The Department of AI must oversee, organize, and work with AI in all its forms. There is an obvious need to establish mutual respect and understanding between humans and A.I. Our collaboration with A.I. holds immense potential for advancing scientific research, improving decision-making processes, and addressing complex societal challenges.

By fostering partnerships based on trust, transparency, and shared values, humans and AI can leverage their strengths to create innovative solutions that benefit humanity and the planet.
Humans need to continue to grasp their uniqueness, talents, and abilities. AI needs to be trained to concentrate on the best of human ideas, concepts, and actions while helping us rectify the mistakes and destruction propagated over the years. By fostering a symbiotic relationship between humans and AI based on mutual learning and growth, we can harness the transformative potential of technology to amplify human creativity, compassion, and wisdom.
We are creating a new world where we are no longer the most intelligent species on the planet. Helping people deal with changes is one of our most significant challenges. That is why education and training in alternative and new ways of living our lives for children and adults is vital to mitigate the tendency for unrest and rioting among the populace who are no longer needed in manufacturing and nearly every other occupation.
2. Department of Energy

The U.S. Department of Energy is pioneering the future and leading the world in cutting-edge research and innovation. The DOE oversees diverse agencies, including Resource Development and research in Fusion Energy and Energy Earthshots.
Also, the DOE has (1) Artificial Intelligence, Supercomputing, Quantum Science, (2) Space Exploration, (3) Cancer Research, and Biotechnology under its purview.
I would suggest moving these three sub-departments as mentioned above:
- Health and Human Resources should be in charge of Cancer Research and Biotechnology.
Separate Departments need to be formed for these two subsets:
- The Department of A.I. – Advanced Intelligence, Supercomputing, and Quantum Science.
- The Department of Space Exploration and Defense
3. Health and Human Services
Health is First in Importance for Human Well-Being.

Health and Human Services administers more than 100 programs across its operating divisions. These programs protect the health of all Americans and provide essential human services, especially for the least able to help themselves.
HHS emphasizes that healthy food, exercise, and a positive mindset empower individuals to thrive. Individuals nurture resilience and vitality through preventive care, early intervention, and complementary healing modalities. Adding the unlimited resources of A.I., new possibilities are emerging for biotechnology for various incurable diseases, including advanced cancer research.
Participation in arts, crafts, and recreation is essential for health and well-being. Becoming active and creative can be a healing influence for those experiencing dis-ease in body, mind, spirit, finances, and social interaction. A list of programs and services can be found on their website.
4. Department of Education
Purpose: Create A New A.I.-Designed Education Curriculum

President Trump has suggested that the education of our children should be transferred back to the United States.
With all due respect, I submit that an overall curriculum and guidelines for education should be designed at a national level to ensure that each child receives the best possible introduction to the accelerating, ever-changing life in the 21st Century.
With the help of A.I., we can design the finest educational process possible.
To accomplish this goal, the Department of Education would focus on an overarching purpose: to create a national human and AI-designed education curriculum that would be instituted in schools nationwide.
Why Should We Create A National Educational Curriculum?
CHILDREN ARE OUR GREATEST RESOURCE AND LEGACY
Eliminate Woke Ideology, Hate America,
and Divisive Programs in Schools!
It may seem a good idea to return education to the states. Still, unfortunately, after at least two generations of teaching anti-American concepts and values, many states, school boards, and teachers would maintain the status quo and continue to teach Woke Ideology, Hate America, and Racially Divisive beliefs, which have driven many young people to violent social activism.
Red states would likely continue their early transgender programs, which have created intense mental and physical stress and confusion.
Thus, it is imperative that national guidelines for an educational process that encourages a national viewpoint, open-minded debate, common sense, and a can-do attitude of strength, resourcefulness, and helpful participation in our communities.
We must educate the teachers and their students
to understand their responsibility as citizens
to abide by the law and respect their country.
In our educational pursuit, nurturing respectful and responsible citizenship is vitally important. Children and adults need to understand our governance systems, thus it is imperative to prioritize civics education and legal literacy from an early age.

Education empowers individuals to actively engage in democratic processes and contribute positively to the social fabric of their communities by fostering their rights, responsibilities, and ethical principles. Teachers must recognize each child possesses unique gifts. The best education celebrates and cultivates a culture of innovation, imagination, and endless possibilities.
Revamping the Curriculum with the Help of A.I.
Technology and learning experts concentrate on training children and adults. We need an updated educational curriculum that teaches personal interaction with AI and the basic needs of an individual: reading, writing, and math, plus national and world history, an understanding of the earth, our solar system, and the wonder of the cosmos to open the minds of both children and adults.
The Department of Education curriculum needs to teach children about their bodies, nutrition, exercise, and tools for life, such as household finances and relationship building. The educational process must encourage curiosity, questioning, creativity, and flexibility.
Learning begins with our hands. Thus, teaching arts and crafts develops a tactile experience of training and healing of the mind and body, which should continue throughout one’s life.

Play acting can encourage expression and excellent memory retention. It provides children with the opportunity to be active and express their imagination.
Many schools have cut sports, physical training, arts, crafts, and music, and parents must pay for sports participation. These essential aspects of creating healthy, culturally aware adults should be part of the school curriculum.
The technological wizards who have developed A.I. can design learning programs that include videos and intriguing textbooks on computer screens that are alive with animation and fascinating and fun. The classical classroom configuration must be redesigned based on an optimum learning experience.
5. Treasury Department

The Treasury Department’s significant function is handling the collection and payment of funds for the country. It is responsible for promoting economic prosperity and ensuring the financial security of the United States. The department is responsible for a wide range of activities, such as advising the President on economic and financial issues, encouraging sustainable economic growth and fostering improved governance in financial institutions.
The Treasury operates and maintains systems critical to the nation’s financial infrastructure, such as the production of coin and currency, the disbursement of payments to the American public, revenue collection, and the borrowing of funds necessary to run the federal government.
6. Department of Commerce-Business Development
and Labor Relations

The Commerce Department aims to create economic growth and opportunity conditions for all communities. Through its thirteen bureaus, it works to drive U.S. economic output and competition, strengthen domestic industry, and spur the growth of quality jobs in all communities across the country.
Business is an expression of our talents
and abilities and is a vehicle for personal and collective fulfillment.
The Commerce Department fosters the innovation and invention that underpin the U.S. comparative advantage. Scientists working with Commerce are researching emerging technologies like quantum computing and artificial intelligence (AI).
In business, individuals can align their passions and purpose with meaningful contributions to the community. Whether as entrepreneurs, innovators, or service providers, individuals engage in business to express their unique gifts and aspirations, enhancing a culture of entrepreneurship, collaboration, and healthy abundance.
Business is the creative expression of each individual’s purpose in life, providing alignment with the community. By cultivating strong relationships with customers, employees, and stakeholders, businesses become trusted partners in community building, contributing to the well-being and prosperity of the whole society.
Add Department of Labor Relations—As an integral part of Commerce, it makes sense to place the Labor Relations Department under the Department of Commerce. As an organization with diverse functions, the U.S. Department of Labor carries out its mission through several offices and agencies.
7. Department of Justice

The Department of Justice’s mission is focused on upholding the rule of law, keeping our country safe, and protecting civil rights. After four years of destroying the DOJ’s purpose and reputation, President Trump and Director Pam Bondi are “Restoring the Scales of Justice.” The DOJ consists of multiple components and agencies dedicated to upholding its mission. 8. Department of Defence
International, Homeland Security, Intelligence, Veterans Affairs

The Department of Defense is America’s largest government agency. With our military tracing its roots back to pre-Revolutionary times, the department has grown and evolved with our nation. The DOD’s mission is to provide the military forces to deter war and ensure our nation’s security.
The United States armed forces include the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard. The Army National Guard and the Air National Guard reserve components of their services and operate partly under state authority.
Department of Defense – The U.S. Intelligence Community (IC)
The IC is a group of separate U.S. federal government intelligence agencies and subordinate organizations that work both separately and collectively to conduct intelligence activities which support the foreign policy and national security interests of the United States.
The IC’s member organizations include intelligence agencies, military intelligence, and civilian intelligence and analysis offices within federal executive departments.
9. State Department – International Diplomacy

The U.S. Department of State is dedicated to protecting and promoting U.S. security, prosperity, and democratic values and shaping an international environment where all Americans can thrive. The State Department includes the Foreign Service, Civil Service, and U.S. Agency for International Development.
The State Department’s employees work to fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives while building a more free, prosperous, and secure world.
10. Department of Infrastructure
Urban Development, Transportation, Housing.
Whether it’s a towering city-scape, beautifully designed bridges, high-speed rail, or well-planned, custom or factory-built housing, new and well-maintained physical infrastructure is necessary to qualify as a great nation.

It is suggested that the three departments of Urban Development, Transportation, and Housing be added to a Department of Infrastructure. The latest technology can create efficient buildings, long-standing highways and bridges, and excellent high-speed trains to optimize energy efficiency and enhance the mobility of individuals and goods nationally.
The Infrastructure Department can encourage inventiveness and emphasize that the purpose of movement is to utilize time efficiently. It can also use cutting-edge technologies and design principles for visionary city planning and integrated, safe, and efficient transportation systems.
11. Department of Interior
Agriculture and Environmental Protection

The Department of the Interior manages around 500 million acres of U.S. public lands, including its national parks. It also administers the country’s onshore and offshore oil and gas leasing programs, which account for around a quarter of U.S. oil production.
U.S. Department of Agriculture
The USDA provides resources and support including disaster assistance, research and science, loans, grants and funding, food assistance, food safety recalls, preventing wildfires, taking the census of agriculture, and farmers.gov.
U.S. Environmental Protection Agency
The EPA aims to protect human health and the environment and ensure Americans have clean air, land, and water. The EPA develops and enforces regulations, gives grants, studies environmental issues, sponsors partnerships, and teaches about the environment.
12. Department of Space Exploration
Science and Technology, Commercial and Defense

Space exploration provides research and valuable tools for national growth and development.
Each preparation for and journey off planet provides new technological innovation and scientific advancement that can serve humanity and life on Earth.

From medical breakthroughs to sustainable energy solutions, space exploration, science, and advanced technology can offer transformative tools for improving quality of life, environmental sustainability, and fostering social and economic progress.
Highlighting space exploration, science, and technology encourages curiosity and critical thinking, leading children and adults to engage with the world as active participants in the quest for knowledge and understanding.
Through hands-on experimentation in space exploration, we develop the skills and mindset necessary to navigate challenges and contribute to scientific innovation and discovery. Technological innovations created as by-products of space exploration hold the potential to address global challenges including creating new materials, freshwater generation, advanced agriculture, clean energy development, and more to build a brighter future for all.

I appreciate the team, which has dedicated themselves to the extraordinary task of clearing away the debris of decades of unsupervised growth of the federal bureaucracy.
